Housing (Wales) Bill: Stage 1

Response from: Conwy County Borough Council – additional information

Dear Sir/Madam

I note that Conwy County Borough Council sent their comments regarding the Housing (Wales) Bill yesterday but there is one extra thing we think should be raised which has come about during consideration towards the Holiday Caravan Sites (Wales) Bill, which might affect elements of the proposed Housing (Wales) Bill.

On of the intentions of the Holiday Caravan (Wales) Bill is to address the issue of some caravans being used as a main occupation. This may result in enforcement action being taken against a site owner where a holiday caravan is found to be occupied for more than 28 days in a 3 month period. The homeless proposals of the Housing (Wales) Bill could place an obligation on the local authority with regard to the evicted occupiers of the caravan if they present themselves as homeless.

We would have concerns if there was an obligation as with 150 holiday sites in Conwy County Borough the risk is quite large.
